What employment income tax is in Ethiopia
In Ethiopia, tax on a salary is called employment income tax. Your employer works it out every month, deducts it from your pay and pays it to the tax authority: the Ministry of Revenues for federal taxpayers, or the city or regional revenue bureau for most other employers. Many people call it PAYE or simply "salary tax". It sits next to a second deduction you see on almost every payslip: the 7% pension contribution.
A salary tax calculator for Ethiopia does what a payroll clerk does. It adds up your taxable pay, removes allowances that the law exempts, applies the monthly brackets, and then subtracts tax and pension to reach net pay. The tool above also shows the employer's 11% pension contribution, so you can see the full cost of a job to the business.
The legal basis
- Federal Income Tax Proclamation No. 979/2016: the main income tax law. It makes employment income taxable, requires employers to withhold the tax, and lists exempt payments such as medical costs and transport allowances within limits set by regulation.
- Income Tax (Amendment) Proclamation No. 1395/2025: approved by the House of Peoples' Representatives on 17 July 2025. EY and KPMG report that its general provisions took effect on 8 July 2025, the first day of the Ethiopian fiscal year, and payroll providers report that employers were told to apply the new rates from July 2025 payroll. It raised the tax-free amount from ETB 600 to ETB 2,000 a month, removed the 10% band, and moved the 35% top rate from ETB 10,900 to ETB 14,000.
- Income Tax Regulations No. 410/2017: set the detailed rules for exempt employment benefits, including the transport allowance limit.
- Private Organization Employees' Pension Proclamation No. 1268/2022: Article 10 sets contributions at 11% from the employer and 7% from the employee, based on the employee's monthly salary for regular working hours (Ministry of Justice law page).
Ethiopia salary tax brackets from July 2025
The new schedule has six brackets. The "deduction" column is the shortcut Ethiopian payroll uses: multiply your whole taxable income by the rate for its bracket, then subtract the deduction. It gives exactly the same answer as taxing each slice separately.
| Monthly taxable income (ETB) | Rate | Deduction (ETB) |
|---|---|---|
| 0 – 2,000 | 0% | 0 |
| 2,001 – 4,000 | 15% | 300 |
| 4,001 – 7,000 | 20% | 500 |
| 7,001 – 10,000 | 25% | 850 |
| 10,001 – 14,000 | 30% | 1,350 |
| Above 14,000 | 35% | 2,050 |
The rates and bands match the summaries published by EY, PwC Tax Summaries and Chambers. The deduction figures follow from the bands: for example, tax on the first 7,000 birr is 300 + 600 = 900, and 25% of 7,000 is 1,750, so the deduction for the 25% bracket is 1,750 − 900 = 850.
Old brackets under Proclamation 979/2016
These applied to salaries paid up to June 2025. They no longer apply to current payroll, but you need them to check older payslips, back pay for earlier months, or to see how much the change saves you. Select "Old brackets" in the calculator to use them.
| Monthly taxable income (ETB) | Rate | Deduction (ETB) |
|---|---|---|
| 0 – 600 | 0% | 0 |
| 601 – 1,650 | 10% | 60 |
| 1,651 – 3,200 | 15% | 142.50 |
| 3,201 – 5,250 | 20% | 302.50 |
| 5,251 – 7,800 | 25% | 565 |
| 7,801 – 10,900 | 30% | 955 |
| Above 10,900 | 35% | 1,500 |
Pension contributions
Private sector employees who are Ethiopian citizens must join the scheme run by the Private Organization Employees' Social Security Administration. The employee pays 7% and the employer pays 11%, so 18% of salary goes into the fund each month. Foreign citizens of Ethiopian origin may join; other foreign nationals cannot, so untick "Covered by pension" for them. Public servants are covered by a separate public servants' pension law, which is not modelled here; you can still type its rates into the pension fields if they differ.
What salary is pensionable? Proclamation 1268/2022 defines salary as the monthly pay for services during regular working hours, before tax. In practice this is the basic salary; overtime and allowances are left out. PwC's Ethiopia summary also describes the base as basic salary, and the calculator uses that.
Is pension deducted before tax? Sources do not agree. The income tax proclamation does not list the employee's own pension contribution as a deduction from employment income, and many payroll systems tax the full taxable pay. Some newer online guides subtract the 7% first and then apply the brackets, which gives lower tax. The calculator defaults to taxing gross pay and lets you switch with the "Pension and tax" option, so you can match whichever method your employer uses. The employer's 11% is not added to your taxable income.
Taxable and tax-exempt allowances
Most cash allowances are taxable in Ethiopia. Housing allowance, position or responsibility allowance, overtime, bonuses, commissions and acting allowances all go into "other taxable pay". The main exceptions are:
- Transport allowance paid under the employment contract is exempt up to 25% of salary and no more than ETB 2,200 a month. Anything above the limit is taxable. The exemption does not apply if the employer already provides transport between home and work. The calculator works out the exempt and taxable parts for you, and you can edit the cap if your employer applies a different figure.
- Medical costs paid or reimbursed by the employer.
- Hardship allowance for remote or difficult postings, within the limits set by the tax authority's directives.
- Business travel costs and per diem for genuine work trips, within the limits in the regulations.
- The employer's pension contribution, within the limit set in the law.
Fringe benefits, such as free housing or a car used privately, are taxable, but valuing them is outside the scope of a simple monthly calculator. If your payslip shows a benefit value, add it to "other taxable pay".
How to calculate salary tax in Ethiopia
- Find the exempt transport amount: the smallest of your transport allowance, 25% of basic salary and ETB 2,200.
- Work out taxable income: basic salary + other taxable pay + the transport allowance above the exempt amount. If your employer deducts pension before tax, subtract the 7% here.
- Find the bracket your taxable income falls into and apply the shortcut: tax = taxable income × rate − deduction.
- Work out pension: 7% of basic salary for you, 11% for the employer.
- Net pay = all pay received (including exempt allowances) − income tax − employee pension.
Tax (from July 2025, above ETB 14,000) = taxable income × 35% − 2,050
Net pay = basic + allowances − income tax − 7% of basic
Employer cost = basic + allowances + 11% of basic
Worked example: salary tax on ETB 15,000 basic
Selam works for a private company in Addis Ababa. Her basic salary is ETB 15,000, she receives a ETB 2,000 transport allowance and a ETB 3,000 housing allowance. These are the calculator's default values.
| Transport limit: smallest of 2,000, 25% × 15,000 = 3,750, and 2,200 | ETB 2,000 exempt |
| Taxable income: 15,000 + 3,000 + 0 taxable transport | ETB 18,000 |
| Bracket: above 14,000, so 18,000 × 35% − 2,050 | 6,300 − 2,050 |
| Income tax | ETB 4,250 |
| Employee pension: 7% × 15,000 | ETB 1,050 |
| Net pay: 20,000 − 4,250 − 1,050 | ETB 14,700 |
| Employer pension: 11% × 15,000 | ETB 1,650 |
| Total cost to employer: 20,000 + 1,650 | ETB 21,650 |
Check by slices: 0 on the first 2,000, then 300 (15% of 2,000), 600 (20% of 3,000), 750 (25% of 3,000), 1,200 (30% of 4,000) and 1,400 (35% of the last 4,000). The total is again ETB 4,250. Under the old 2016 brackets the tax would have been 18,000 × 35% − 1,500 = ETB 4,800, so the new law saves Selam ETB 550 a month.
More examples to check your payslip
- ETB 2,000 a month: no tax under the new brackets. Under the old ones it was 2,000 × 15% − 142.50 = ETB 157.50, which matches the saving of about ETB 158 a month that TaxDev reported for this salary.
- ETB 5,000 basic, no allowances: 5,000 × 20% − 500 = ETB 500 tax, ETB 350 pension, net ETB 4,150.
- ETB 10,000 basic: 10,000 × 25% − 850 = ETB 1,650 tax, ETB 700 pension, net ETB 7,650. If your employer deducts pension first, taxable income is 9,300 and tax is 9,300 × 25% − 850 = ETB 1,475.
- ETB 8,000 basic with ETB 3,000 transport: the exempt part is the smallest of 3,000, 2,000 (25%) and 2,200, so ETB 2,000. The other ETB 1,000 is taxable, making taxable income 9,000 and tax 9,000 × 25% − 850 = ETB 1,400.
Common mistakes and edge cases
- Using the old brackets after July 2025. If your payslip still taxes income above ETB 600, or uses a 10% rate, the payroll system has not been updated.
- Treating the whole transport allowance as exempt. Only the part up to 25% of salary and ETB 2,200 is exempt. A ETB 4,000 transport allowance on a ETB 20,000 salary has ETB 1,800 taxable.
- Charging pension on allowances. The pension law uses salary for regular working hours. Overtime and allowances are not pensionable.
- Assuming tax is "rate × salary". The 35% rate is marginal. You only pay 35% on the part above 14,000; the deduction figure takes care of the lower slices.
- More than one job. Under Proclamation 1395/2025, employees with more than one employer, or with other income such as rent, must declare their combined income after the year ends. Each employer still withholds monthly, but the tax-free band is only used once in total, so you may owe more when you file.
- Bonuses and back pay. A bonus is taxed in the month it is paid, so add it to "other taxable pay" for that month. Arrears for months before July 2025 may be taxed under the old brackets; ask your payroll team how they apply them.
- Rounding. Payroll usually rounds to the nearest cent. Differences of a few cents are normal.
Who this calculator is for
It is built for employees paid monthly by a private company, NGO or government body in Ethiopia, and for employers or HR staff who want a quick check before running payroll. It is less suitable for:
- Self-employed people and businesses, who pay business income tax on annual profit, not employment income tax.
- Staff of embassies and some international organisations, whose income may be exempt under treaties.
- Casual and daily workers paid for periods other than a month.
- Employees with large fringe benefits such as housing or company cars, which need to be valued separately.
Using the salary tax calculator for Ethiopia to check a payslip
Enter your basic salary, transport allowance and any other allowances for the month, and pick the bracket set for the payslip date. Compare tax, pension and net pay line by line. If the tax is lower than the calculator shows, your employer may be deducting pension first; switch the "Pension and tax" option and compare again. If it is higher, check whether part of your transport allowance has been taxed or whether a bonus was included.

How do I calculate salary tax in Ethiopia?
Work out taxable income (basic salary plus taxable allowances), find its bracket, and use the shortcut: taxable income × rate − deduction. For example, ETB 18,000 × 35% − 2,050 = ETB 4,250. A salary tax calculator for Ethiopia like the one on this page does this for you.
How much tax do I pay on a 10,000 birr salary in Ethiopia?
ETB 1,650 a month under the new brackets (10,000 × 25% − 850), plus ETB 700 pension, which leaves ETB 7,650. If your employer deducts pension before tax, the tax is ETB 1,475.
What is the pension contribution rate in Ethiopia?
For private sector employees, 7% from the employee and 11% from the employer, based on basic salary, under Proclamation No. 1268/2022.
Is pension deducted before income tax in Ethiopia?
Practice varies. The income tax law does not list the employee's 7% as a deduction and many payrolls tax gross pay, but some guides subtract it first. The calculator lets you choose either method.
Is transport allowance taxable in Ethiopia?
A transport allowance in your contract is exempt up to 25% of your salary and no more than ETB 2,200 a month. Any amount above that limit is taxable.
When did the new income tax brackets start?
Proclamation No. 1395/2025 was approved on 17 July 2025. EY and KPMG give 8 July 2025 as the effective date for its general provisions, and employers apply the new brackets from July 2025 payroll.
Is this calculator official?
No. It is a free estimate based on published rates. Your employer and the Ministry of Revenues or your regional revenue bureau determine the final tax.
