Assumptions (edit if needed)

Current HRA is 30/20/10% because DA has crossed 50%. When the 7th CPC began in 2016, DA restarted at 0% and HRA was 24/16/8%; this calculator assumes the same pattern for the 8th CPC. Current DA of 60% is the rate reported from 1 January 2026.

The 8th Pay Commission's recommendations, fitment factor and new pay matrix have not been finalised. This calculator shows estimates for the factor you choose. It is not an official figure.

What is the fitment factor?

The fitment factor is the multiplier used to move your basic pay from the old pay matrix to the new one. Under the 7th Pay Commission it was 2.57, which took the minimum basic pay from ₹7,000 to ₹18,000. The 8th Pay Commission will recommend its own factor, and that single number will decide most of the pay revision.

New basic pay = Current basic pay × fitment factor

A higher factor does not mean the same percentage rise in take-home pay, because dearness allowance restarts from zero when a new pay commission begins. DA that has built up to 60% today is folded into the new basic instead.

Minimum basic pay by level at different fitment factors

Level7th CPC minimum× 1.92× 2.28× 2.57× 2.86

These are simple multiplications of the 7th CPC entry pay for each level, rounded to the nearest rupee. The 8th CPC may also redesign the pay matrix and round figures differently.

Why the real increase is smaller than the factor

Take a Level 1 employee on ₹18,000 basic with 60% DA. Today, basic plus DA is ₹28,800. With a fitment factor of 2.57, new basic becomes ₹46,260, and DA restarts at 0%. So the jump in basic plus DA is from ₹28,800 to ₹46,260, about 61%, not 157%. HRA also changes, because its rates are linked to DA and usually reset to lower percentages when a new commission begins. The calculator shows both sides so you see the real difference.

8th Pay Commission: what is known

  • The government has set up the 8th Central Pay Commission to review pay, allowances and pension for central government employees and pensioners.
  • Its report and the final fitment factor have not been published yet. Media reports suggest the report may come in 2027.
  • The government has indicated that the revision would apply from 1 January 2026, with arrears, as earlier commissions applied from the start of their decade. Treat this as expected, not confirmed, until the official notification.
  • Until the 8th CPC is implemented, DA continues to be revised twice a year under the 7th CPC.

For official orders on pay and DA, follow the Department of Expenditure, Ministry of Finance.

HRA under the new pay commission

House rent allowance depends on your city class: X for the largest cities, Y for mid-sized cities and Z for the rest. Under the 7th CPC, HRA started at 24%, 16% and 8%, and rose to 27/18/9% and then to 30/20/10% as DA crossed 25% and 50%. If the 8th CPC follows the same structure, HRA will restart at a lower percentage of a much higher basic pay. You can change the assumed HRA rates in the calculator.

What about pensioners?

Pension is normally revised with the same fitment factor applied to basic pension. Use your basic pension in the “Current basic pay” box and set HRA to “No HRA” to get a rough estimate of revised basic pension. Dearness relief works like DA and restarts at zero.

Frequently asked questions

What is the fitment factor for the 8th Pay Commission?

It has not been announced. Figures between about 1.8 and 2.9 are discussed in media reports. The 7th CPC used 2.57.

What will be the minimum salary under the 8th Pay Commission?

It depends on the fitment factor. At 2.57, the current ₹18,000 minimum basic would become ₹46,260; at 1.92, it would be ₹34,560.

Will DA become zero after the 8th Pay Commission?

Under past commissions, DA restarted from zero when the new pay matrix began, because accumulated DA was absorbed into the new basic. The calculator assumes the same unless you change it.

From when will the 8th Pay Commission apply?

The government has indicated 1 January 2026 as the expected effective date, with arrears. Wait for the official notification for confirmation.

Is this calculator official?
