PTA tax on mobile phones in 2026: what you will actually pay

The duty, the sales tax, passport vs CNIC, the free visitor window and the DIRBS steps, rebuilt for the rates that took effect on 1 July 2026.

25% Sales tax on any phone FBR values above $500. Below that line it is 18%. That single boundary moves the bill on a flagship more than anything else.

Short answer

How is PTA tax worked out?

FBR places your phone in a slab by its value in US dollars. You then pay a fixed regulatory duty, a fixed mobile levy, and sales tax of 18% (25% above $500).

CNIC adds advance income tax. Passport within 60 days of arrival does not.
Visitors get one phone free for up to 120 days.

The 2026 picture in one glance

“PTA tax” is collected by FBR, not PTA. PTA runs DIRBS, which allows or blocks each IMEI, and the amount you owe is on the PSID it generates.

What changed on 1 July 2026

The Finance Act 2026-27 did not abolish the tax on imported phones. A National Assembly committee recommended scrapping the regulatory duty in June 2026, but that stayed a recommendation. Here is what actually moved.

  • Regulatory duty fell by 20% in every slab. For a phone above $500 it dropped from Rs 22,000 to Rs 17,600. For the $100–$200 slab it went from Rs 7,500 to Rs 6,000. The new figures are reported against SRO 1064(I)/2026.
  • Sales tax did not change. It stays at 18% for phones valued up to $500 and 25% above $500, charged on the phone's value rather than as a flat amount.
  • Income tax on the $100–$200 slab dropped from Rs 930 to Rs 100.
  • Paying in instalments became legal. The Act allows sales tax on an imported phone to be paid in parts through DIRBS, as long as the last part is paid before the financial year of import ends. As of mid-September 2026, no instalment option had appeared on the portal and no procedure had been notified.

Before the budget, FBR told parliament the effective tax ran from about 25% on the cheapest sets to 41% above $500. The cuts trim those numbers without changing their shape.

The tax is not on the price you paid. It is on the value FBR assigns to your model, converted to rupees.

The FY2026-27 tax schedule

Each slab carries fixed rupee amounts plus a percentage. Customs duty is listed at zero for smartphones, so the bill is built from four parts: regulatory duty, mobile levy, sales tax and, on the CNIC route, advance income tax.

Duty: Profit (Pakistan Today), Sep 2026, citing SRO 1064(I)/2026. Sales tax: Business Recorder and Express Tribune. Levy and income tax: Express Tribune for the top slabs; lower rows from two independent calculators that agree. *One June 2026 report printed this levy as Rs 20, so treat it as unconfirmed. Non-filers pay double income tax.

Two things this table cannot tell you. First, the dollar value FBR uses for your model, which sits inside the DIRBS system. Second, the exchange rate customs applies that week. Both feed straight into the sales tax, so treat any calculation, including ours, as an estimate until you see your PSID.

03

Passport vs CNIC: the real difference

Both routes share the same duty, levy and sales tax. They differ in who qualifies, the deadline and income tax.

Route A

Passport

For a traveller who brought the phone into Pakistan.

  • Must be done within 60 days of arrival, per FBR's Customs General Order.
  • Advance income tax is not charged on this route.
  • Your travel record is checked against the passport number.
  • Up to five devices per person in a year can be registered through DIRBS.
  • Miss the window and duty is charged with a fine.
VS
Route B

CNIC

For anyone else, including a buyer of a non-PTA phone.

  • No arrival window, so it suits local purchases and late registrations.
  • Advance income tax is added: Rs 970 to Rs 11,500 for a filer, double for a non-filer.
  • Late cases can carry a fine on top, which FBR does not publish as a single figure.
  • Always costs more than the passport route for the same phone.

Above $500, the income tax gap alone is Rs 11,500 for a filer and Rs 23,000 for a non-filer, so it pays to have whoever carried the phone register it on their passport in time. If you are unsure of your filer status, our salary tax calculator page explains how being on the Active Taxpayers List changes withholding.

Sixty days is the deadline that matters most. Register on passport inside it, or pay income tax and possibly a fine on CNIC.

Which route fits you

Follow the path that matches you. Every phone that stays ends at a PSID.

For the free visitor facility, FBR's order asks for your passport number, travel dates, a SIM in your own name and the IMEI, which FIA and the operator verify in real time. After 120 days that IMEI is blacklisted, so pay before then if the phone is staying.

Worked examples with real arithmetic

FBR does not publish a public per-model value list for personal registrations, and we have not invented one. Each example uses an assumed FBR value and Rs 277 per dollar, close to the recent interbank rate. Sales tax is worked on the converted value, as most calculators do.

Example 1 · iPhone 15 Pro

Assumed value $750

Hamza (hypothetical) brings an iPhone 15 Pro from Dubai. Assume DIRBS values it at $750.

  1. Value in rupees: 750 × 277 = Rs 207,750.
  2. Slab: above $700, so regulatory duty is Rs 17,600 and the mobile levy is Rs 16,000.
  3. Sales tax at 25%: 207,750 × 0.25 = Rs 51,937.50.
  4. Passport total: 17,600 + 16,000 + 51,937.50 = Rs 85,537.50.
  5. CNIC total for a filer: 85,537.50 + 11,500 income tax = Rs 97,037.50. A non-filer pays Rs 23,000 income tax instead, making it Rs 108,537.50.
PassportRs 85,537.50
CNIC (filer)Rs 97,037.50

Example 2 · Samsung Galaxy S24

Assumed value $480

Sana's cousin flies in with a Galaxy S24 for her. Assume DIRBS values it at $480.

  1. Value in rupees: 480 × 277 = Rs 132,960.
  2. Slab: $350–$500, so regulatory duty Rs 12,000 and levy Rs 4,000.
  3. Sales tax at 18%: 132,960 × 0.18 = Rs 23,932.80.
  4. Passport total (the cousin registers it within 60 days): Rs 39,932.80.
  5. CNIC total for a filer: 39,932.80 + 5,000 = Rs 44,932.80.

The slab-edge test. If the same phone were valued at $510 instead, the value would be Rs 141,270. Duty becomes Rs 17,600, the levy Rs 8,000, and sales tax jumps to 25%, or Rs 35,317.50. The passport bill rises to Rs 60,917.50. Thirty dollars of extra value adds Rs 20,984.70 of tax.

PassportRs 39,932.80
CNIC (filer)Rs 44,932.80

Example 3 · A mid-range phone

Assumed value $280

Bilal buys a mid-range Android abroad that DIRBS values at $280.

  1. Value in rupees: 280 × 277 = Rs 77,560.
  2. Slab: $200–$350, so regulatory duty Rs 8,800 and levy Rs 1,800.
  3. Sales tax at 18%: 77,560 × 0.18 = Rs 13,960.80.
  4. Passport total: Rs 24,560.80.
  5. CNIC total for a filer: 24,560.80 + 970 = Rs 25,530.80.
PassportRs 24,560.80
CNIC (filer)Rs 25,530.80

Why your PSID may still differ. Under the Sales Tax Act, the value of imported goods can include customs duties charged on them. If FBR adds the regulatory duty to the base, sales tax rises by 25% or 18% of that duty: Rs 4,400 more in Example 1, Rs 2,160 in Example 2 and Rs 1,584 in Example 3. CNIC cases filed late may also carry a fine. The PSID is the final word.

How to register on DIRBS and pay with a PSID

Registration works only from inside Pakistan. Keep the phone, your passport or CNIC, a local number and an email address ready.

  1. Find both IMEIsDial *#06# on the phone. A dual-SIM or eSIM phone shows two numbers, and both must be entered for the same device.
  2. Open the DRS portalGo to the official PTA Device Registration System and create an account, or use the USSD menu by dialling *8484# from a local SIM.
  3. Choose the right categoryPick the local or overseas user type. Overseas Pakistanis and foreigners choose the temporary option if they only need the free 120 days.
  4. Enter your detailsAdd passport number, CNIC, number of SIM slots and the IMEIs. Confirm with the one-time code sent to your phone or email.
  5. Receive the PSIDThe system calculates duty and taxes and issues a Payment Slip ID. The amount on it is the official figure for your device.
  6. Pay the PSIDFBR allows payment online, through ATM, mobile banking apps or at a bank branch. Search for the FBR or 1Bill option in your banking app and paste the PSID.
  7. Wait for whitelistingOnce payment is confirmed, the IMEI is whitelisted in DIRBS. Recheck the status on 8484 before you throw away the receipt.

Checking IMEI status on 8484

Text each 15-digit IMEI to 8484 (Ufone lists the charge as 10 paisa). Expect one of these replies.

Your mobile device IMEI is compliant (PTA Approved)

The phone is registered. No action needed.

Your device IMEI is Valid but not PTA approved

A genuine IMEI whose taxes were never paid. Register and pay before the grace period ends.

Your mobile device IMEI is Non-Compliant

The IMEI is invalid or non-standard. Paying tax will not fix this.

Blocked

The phone cannot use any Pakistani network until the issue is cleared, if it can be cleared at all.

08

Unregistered, non-PTA and “JV” phones

What happens if you never register

A valid but unregistered IMEI works with a SIM for 60 days after it is first seen on a network, according to Ufone's DIRBS page. Then the SIM slots stop working. Wi-Fi, the camera and apps still run, which is why some people keep non-PTA phones as Wi-Fi-only devices.

Buying a non-PTA phone locally

These phones are cheaper because nobody has paid the tax. If the IMEI shows “valid but not PTA approved”, you can register it on CNIC; add that tax to the shop price before comparing it with an approved unit.

Why “JV” and patched phones are a trap

Shops use “JV” loosely. It often means a carrier-locked phone running on a chip that bypasses the lock, and sometimes a phone whose IMEI has been patched to copy another, already-taxed handset. A chip can stop working after a software update. A copied IMEI is worse: when DIRBS sees one IMEI on several devices, those devices can be blocked with no way to pay and recover them.

Pakistan's electronic crimes law also punishes changing a device's unique identifier and then using or selling it with up to three years in prison, a Rs 1 million fine, or both.

A cheap patched phone is the most expensive phone you can buy if its IMEI gets blocked next month.

Common mistakes that cost money

Waiting past day 60

The passport route closes 60 days after arrival. After that you pay income tax on CNIC and may face a fine.

Using the receipt price

FBR uses its own value for the model. A discount abroad does not lower the slab.

Entering one IMEI only

Dual-SIM phones carry two IMEIs. Leaving one out can leave a slot blocked.

Trusting a WhatsApp “instalment” offer

Instalments are legal on paper, but no official option was live when we checked. Pay only through a PSID.

Using an old rate table

Many sites still show 17% sales tax and pre-July duties. Use 18% or 25% and the reduced duty.

Forgetting filer status

On CNIC, a non-filer pays double income tax: Rs 23,000 instead of Rs 11,500 above $500.

To test values, our PTA tax calculator lets you edit the slab table when rates change.

Frequently asked questions

How much is PTA tax on mobile in 2026?

It depends on the phone's FBR value. From 1 July 2026, a phone valued above $700 pays Rs 17,600 duty, Rs 16,000 levy and 25% sales tax, plus Rs 11,500 income tax on CNIC. A $280 phone pays roughly Rs 24,500 on passport at Rs 277 per dollar.

Is PTA tax lower on passport or CNIC?

Passport is lower because advance income tax is not charged. It is only available within 60 days of arriving in Pakistan with the phone.

Can overseas Pakistanis use their phone without paying tax?

Yes, for one handset for up to 120 days through temporary registration on DIRBS, free of charge. After 120 days the IMEI is blacklisted unless tax has been paid.

Can I pay PTA tax in instalments?

The Finance Act 2026-27 allows it for sales tax, with full payment due within the financial year of import. When we checked in October 2026, no instalment option had been reported on DIRBS, so full payment by PSID remained the only working method.

How many phones can I register on one passport?

FBR's order says an individual can register five mobile devices within a year through DIRBS. The free temporary facility covers only one handset.

How do I check if my phone is PTA approved?

Dial *#06# to see the IMEI, then text it to 8484. A “compliant (PTA Approved)” reply means the phone is registered.

Does PTA collect the tax?

No. In August 2026 a PTA member told a Senate committee that PTA neither imposes nor collects phone taxes. FBR sets and collects them, and PTA runs the DIRBS system that links each IMEI to a payment.

Why is my PSID higher than an online calculator?

FBR uses its own model value and the customs exchange rate for that week, may include duty in the sales tax base, and can add a fine on late CNIC cases. Calculators can only estimate those parts.
